The following information on the Eiffel Doctorate scholarship program apply to all holders of scholarships awarded up to the 2007/2008 academic year (subject to change).

An evaluation panel has selected you from among many applicants to receive a scholarship under the Eiffel Excellence programme run by the French Ministry of Foreign and European Affairs. This prestige programme provides support to foreign students nominated by the schools in which they are to pursue their studies.

Throughout the period of your scholarship, you will be in contact with Égide, the organization in charge of managing and monitoring your stay in France. To familiarize yourself with your rights and obligations, we invite you to study the practical details that follow. Feel free to contact Égide if you need further information.

The Eiffel Doctorate Scholarship programme offers PhD students a year's study in France (second or third year of doctoral thesis course, preferably, though special cases will also be considered).

The programme is run as a partnership between the French Ministry of Foreign Affairs, the French Ministry of Education, and French higher education centres, alongside the existing system of joint postgraduate research grants.

I - YOUR GRANT

1- Course duration
The average preferred course duration is ten months, which is non-renewable under the Eiffel Doctorate Scholarship programme.
It must start between 1 September and 31 December of the year the scholarship is awarded for. (If departure is delayed, the scholarship duration must not exceed the end of the calendar year following selection).

2- Practicalities on Eiffel Doctorate Scholarship

  • Amount: A monthly grant of EUR 1400 is awarded, and various expenses met, including return travel, health insurance and cultural activities. Grant-holders might also be eligible for additional accommodation allowance.
     
  • Tuition fees: The Eiffel Doctorate Scholarship programme does not cover tuition fees. However, the higher education centres concerned are invited to offer advantageous financial conditions to scholarship-holders on the Eiffel Doctorate Scholarship programme.
  • Tuition fees at state-run higher education centres are waived for students on French government scholarship programmes such as this.
     

II - OTHER SERVICES

1 - Supplemental housing allowance

If you are housed in a CROUS (Centre Régional des Œuvres Universitaires et Scolaires ) residence, payment of the housing allowance depends on the amount of your rent: you must send a rent receipt to Égide.

If you have opted to arrange for housing outside of university residences, you are eligible for a supplemental housing allowance upon presentation of your first rent receipt. The receipt must include your name and address and the name and address of your landlord.

The standard used to determine the allowance is the amount charged for an individual room by the Œuvres Universitaires of your college of residence (average monthly cost: EUR114.34, regardless of which college that is.

Note: If you enroll in an educational establishment abroad and do not retain your housing in France, payment of the housing allowance is suspended.

2 - Travel

a) Travel to France


Your travel to France is paid for by the ministère des Affaires étrangères et européennes.

Note: This travel benefit applies only to grant holders residing abroad at the time of their selection; it is imperative that they contact Égide to arrange for the ticket.

b) Vacation travel

Not subsidized.

c) Return travel


Travel back to your country is paid for by the ministère des Affaires étrangères et européennes and arranged for by Égide in accordance with strict procedures. It is recommended that you contact Égide to find out about these procedures several months before your departure.

Note: You have one year after completing your studies to take advantage of your repatriation rights.

III - HEALTH INSURANCE COVERAGE

If you meet the following conditions

  • You are under the age of 28 on October 1 of the current academic year; and

     
  • You are enrolled in an institution of higher education approved by the health insurance system,

     
  • Then you must join the students' health insurance plan; you will be exempt from paying health insurance premiums.

In addition, it is mandatory that you enroll in a students' mutual insurance plan. Égide will reimburse you for up to EUR156 of the cost of the "Médiane" coverage of SMEREP upon presentation

If you do not meet the conditions for membership in the students' health insurance plan, you will be covered directly by Égide, which will give you all the information you need about health insurance coverage and the procedure to follow in the event of an illness.

Important: Égide's health insurance coverage is strictly personal and does not extend to your family.

In the event of hospitalization:

  • Over the first two months of hospitalization, the monthly Eiffel scholarship allowance (EUR1,400) remains unchanged, along with the additional accommodation allowance.

     
  • Over subsequent months, half of the allowance is paid, and the additional accommodation allowance remains unchanged.

     
  • After the fifth month, decisions are made on a case-by-case basis.

     

IV - YOUR OBLIGATIONS


THOUGH YOU HAVE RIGHTS, YOU ALSO HAVE OBLIGATIONS:

  1. Eiffel grants are awarded for a course of study whose purpose and duration are determined in advance.

     
  2. Eiffel grant holders are obliged to attend and to participate in all the activities of their educational program, and in particular to sit for all examinations and to comply with all the rules and requirements of the school in which the grant holder is enrolled.

     
  3. The Ministry of Foreign Affairs reserves the right to suspend payment of the grant if the grant holder engages in activities that are incompatible with the objectives of the Eiffel program.

     
  4. Égide is eager to help you during your stay. Do not hesitate to contact us concerning any problems you may encounter (health-related, academic, etc.).

     

V - RECREATION AND LEISURE

Égide offers:

  • Weekend outings, so that you can relax for a day or two, meet other grant holders and explore a French city or region;

     
  • "Exchange and discovery" tours, scheduled during university vacation periods and lasting from 8 to 10 days. These trips explore the tourist and cultural attractions of a French region, in a warm and informal atmosphere;

     
  • Athletic, recreational and leisure opportunities;

     
  • Shows, to give you a glimpse of French cultural life, through a selection of theatre plays, concerts, ballets and variety shows;

     
  • Educational courses (3 to 5 days), to improve your knowledge of specific areas (written and oral communication, personal computing, management, project management).
